MEMORANDUM
It has been suggested that the Chinese
Customs authorities might be willing to co-operate
in the efforts which are being made to suppress
piracy on the coast of China. The Customs have
some twenty to thirty preventive vessels operating
on the coast with which they maintain contact by
wireless or through the Commissioners of Customs
at different ports. In any case of suspected piracy
these vessels could assist ship owners by keeping a
lookout for any vessel under suspicion if they were
warned in time.
It is suggested that the Chinese Government
be requested to consider the feasibility of utilising
their preventive service for the above purpose and of
issuing a notification accordingly to the Customs.
